City of Pleasanton—Hidden Canyon Residences and Preserve
Draft EIR Air Quality

FirstCarbon Solutions 3.2-35
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec03-02 Air Quality.docx
Regarding Impact AIR-2, the determination of cumulative air quality impacts for construction and
operational emissions is based on whether the proposed project would result in emissions that
exceed the BAAQMD thresholds of significance for construction and operations on a project level.
The thresholds of significance represent the allowable emissions each project can generate without
generating a cumulatively considerable contribution to regional air quality impacts. Therefore, a
project that would not exceed the BAAQMD thresholds of significance on the project level also
would not be considered to result in a cumulatively considerable contribution to these regional air
quality impacts. The proposed project does not exceed BAAQMD project-level thresholds of
significance for construction and operational-related emissions of criteria air pollutants. Therefore, a
less than significant cumulative impact would occur regarding Impact AIR-2.
The geographic area of the cumulative analysis for Impact AIR-3 is consistent with BAAQMD
recommendations. BAAQMD recommends that the analysis combine the risks and hazards from
existing sources within 1,000 feet of the proposed project and compare combined risks against the
BAAQMD cumulative thresholds. According to BAAQMD, the cumulative threshold addresses the
potential that a project would have a cumulative significant impact if the aggregate total of all past,
present, and foreseeable future sources within 1,000-foot radius results in an excess cancer risk level
of more than 100 in 1 million; or a non-cancer HI greater than 10.0; or an annual average PM2.5
concentration greater than 0.8 micrograms per cubic meter.
I-580 is within 630 feet of the proposed project boundary. According to the BAAQMD Mobile Source
Screening Map, estimated health risks at the proposed project site are less than 5 in 1 million for
cancer risks, less than 0.01 for PM2.5 concentrations, and less than 0.14 for chronic hazards. There are
no other freeways, major roadways, rail lines or permitted stationary sources within 1,000 feet of
the proposed project’s construction area or within 1,000 feet of the proposed project’s boundary
(Appendix B). In addition, as stated above, the proposed project would not expose nearby sensitive
receptors to substantial pollutant concentrations from construction or operation. Therefore, a less
than significant cumulative impact would occur regarding Impact AIR-3.
The geographic area in regard to Impact AIR-4 is a 2-mile radius around the proposed project site, as
recommended by BAAQMD. A cumulative odor impact would occur if the odorous emissions from
cumulative development became collectively noticeable to the community. As previously stated, the
BAAQMD provides a list of recommended odor-generating facilities and single-family residential uses
are not considered odor-generating uses. There are no odor-generating facilities in the relevant
geographic scope and none of the cumulative projects include odor-generating uses. Therefore,
cumulative impacts regarding Impact AIR-4 would be less than significant. Moreover, the proposed
project would not introduce new sources of odors to nearby existing receptors and, therefore, would
not contribute to a cumulatively considerable increase in odors.
Level of Cumulative Significance Before Mitigation
Less than significant impact.
Cumulative Mitigation Measures
None.
