This section also identifies mitigation
measures to reduce these potential effects to less than significant levels where applicable.
Descriptions and analysis in this section are based, in part, on field and focused surveys performed
by Live Oak Associates, Inc. (LOA) on March 28, 2014; September 15, 2014; September 30, 2014;
March 13, 2015; April 27 and May 19, 2015; May 30, 2019; June 14, 2016 and June 28, 2016;
September 15, 2016; October 10, 2017; June 13, 2019; August 26, 2019; June 15 and 16, 2023;
August 18 and 31, 2023; September 15 and 28, 2023. The findings of these surveys were published
on October 5, 2023, and updated on April 10, 2025, in the Lester and Shriner’s Property Biological
Evaluation. A tree report was also prepared for the proposed project by HortScience|Bartlett
Consulting on August 6, 2019, and updated in December 2020. Additionally, a Preliminary
Jurisdictional Determination was made by United States Army Corps of Engineers (USACE) in August
2024. All reports are included in Appendix C.
One public comments was received during the Environmental Impact Report (EIR) scoping period
related to biological resources.
• Requested information about the wildlife in the project location.

3.3.2 - Project History
The development site is a portion of a larger 128.5-acre site that would be subdivided into three lots
as part of the proposed project (Parcel A, Parcel B, and Parcel C). Parcel A is 23.9 acres and would be
developed with residential uses and open space that would be managed by a Homeowner ’s
Association (HOA). Parcel B is 69 acres and would be managed as open space by the East Bay
Regional Parks District (EBRPD). Lastly, Parcel C is 7.5 acres and would be retained to be managed by
the Lester Family.
3.3.3 - Environmental Setting
The project site is located outside the northwestern-most city limits of the City of Pleasanton. The
project site lies within the Alameda Creek watershed and is within the Dublin, California United
States Geological Survey (USGS) 7.5-Minute Topographical Quadrangle Map.
The project site is currently undeveloped apart from residential and ranch structures present within
the northeastern corner of the site. The most prevalent habitat on the project site is California
annual grassland historically used as rangeland for cattle grazing. Seasonal wetlands occur in the
northeastern portion of the project site near Dublin Canyon Road. Extensive riparian woodland
habitat associated with Devaney Creek and its unnamed tributary occur in the southern half of the
project site. Land uses surrounding the project site primarily include open space and residential
development.
