City of Pleasanton—Hidden Canyon Residences and Preserve
Draft EIR Cultural Resources and Tribal Cultural Resources

FirstCarbon Solutions 3.4-11
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec03-04 Cultural-Tribal Cultural Resources.docx
Native American Heritage Commission Record Search
On May 4, 2023, FCS sent a letter to the NAHC in an effort to determine whether any sacred sites are
listed on its Sacred Lands File for the project area. A response was received on May 25, 2023,
indicating that the Sacred Lands File search produced negative results for Native American cultural
resources in the project area. To ensure Native American knowledge and concerns over potential
unrecorded TCRs that may be affected by the proposed project, the NAHC included a list of 12 Tribal
representatives available for consultation. On May 30, 2023, FCS sent a letter containing project
information and requesting any additional information on potential TCRs for the Cultural Resources
Assessment. One response was received on Tuesday, June 6, 2023 from the Confederated Villages of
Lisjan Nation, stating that the Tribe does not have further information, but that it is not always
possible to know for certain whether there will be cultural resources or burials when there is ground
disturbance. FCS has received no additional responses to date. Lead agency consultation pursuant to
AB 52 and SB 18 is being managed by the City of Pleasanton; as of the date of this writing no tribes
have requested consultation.
Cultural Resources Pedestrian Survey
Mr. Christopher Canzonieri, MA, and Mr. Stuart Guedon, MA, Archaeologists meeting the Standards
of the Secretary of the Interior for archaeology, conducted a field survey/review of the proposed
project site on March 20 and 23, 2018 to determine the presence of any surface and/or subsurface
archaeological materials.
The field inventory focused on Assessor’s Parcel Number (APN) 941-2006-2-6, APN 941-2500-03, and
APN 941-2500-02 on March 20, 2018 and APN 941-2700-02 on March 23, 2018. All accessible areas
were inventoried. Cattle grazing on the project site are covered in the first survey. In general, oak
trees dominate the landscape especially in areas with water.
No evidence of prehistoric or historically significant archaeological resources and/or culturally
affected soil was noted during the field survey. No isolated prehistoric artifacts were observed.
Personal communication with knowledgeable local residents indicated that no prehistoric artifacts
were known to have been found on the property. Several potentially historic structures including
steel and wood water troughs, a pump house structure, and a concrete electrical vault were present
on portions of the project site. Another portion of the project site had a collapsed possible livestock
shelter, a feed bunker/hay shelf and an agricultural well/cistern present. However, there was no
evidence that these structures were historically significant.
Historic Architecture Evaluation Report
The historic significance of the houses at 11021 and 11033 Dublin Canyon Road were evaluated
relative to the four eligibility criteria under NRHP and CRHR. This included an evaluation of the
property’s potential significance in American history, architecture, archaeology, engineering, and
culture as present in districts, sites, buildings, structures, and objects that possess integrity of
location, design, setting, materials, workmanship, feeling, and association, and are either:
A. Associated with events that have made a significant contribution to the broad patterns of
local or regional history or the cultural heritage of California or the United States (Criterion 1).
