City of Pleasanton—Hidden Canyon Residences and Preserve
Cultural Resources and Tribal Cultural Resources Draft EIR

3.4-14 FirstCarbon Solutions
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec03-04 Cultural-Tribal Cultural Resources.docx
Criterion 3
The house at 11021 Dublin Canyon Road is not a sufficiently exceptional or distinguished example of
the Bungalow Style in the Dublin/Pleasanton area to be eligible under CRHR Criterion 3. Better
examples of similar early 20th century houses that retain a higher level historic integrity still survive
in the Dublin/Pleasanton area. A particularly fine local example of the Bungalow Style, the George
Kolb house, was moved to the Dublin Heritage Park in 2011. The house at 11033 Diablo Canyon is a
typical, undistinguished example of the Ranch House Style in the Dublin/Pleasanton area from the
1960s.
Criterion 4
Criterion 4 applies primarily to archaeological sites. The houses at 11021 and 11033 Dublin Canyon
Road were built using standard wood frame construction techniques common during the 20th
century. The buildings would not yield information important to history or prehistory, thus the
houses are not eligible under Criterion 4.
In conclusion, the houses at 11021 and 11033 Dublin Canyon Road are not eligible for the CRHR
because they are not significant under CRHR Criteria 1, 2, 3 or 4. The houses are also not
contributing resources to a CRHR eligible historic district.
3.4.4 - Regulatory Framework
Federal
National Historic Preservation Act
The National Historic Preservation Act of 1966 (NHPA), as amended, established the NRHP, which
contains an inventory of the nation’s significant prehistoric and historic properties. Under 36 Code of
Federal Regulations 60, a property is recommended for possible inclusion on the NRHP if it is at least
50 years old, has integrity, and meets one of the following criteria:
• It is associated with significant events in history or broad patterns of events.
• It is associated with significant people in the past.
• It embodies the distinctive characteristics of an architectural type, period, or method of
construction; or it is the work of a master or possesses high artistic value; or it represents a
significant and distinguishable entity whose components may lack individual distinction.
• It has yielded, or may yield, information important in history or prehistory.

Certain types of properties are usually excluded from consideration for listing in the NRHP, but they
can be considered if they meet special requirements in addition to meeting the criteria listed above.
Such properties include religious sites, relocated properties, graves and cemeteries, reconstructed
properties, commemorative properties, and properties that have achieved significance within the
past 50 years.
