This promotes the transition to electric heat pumps, which are more
energy-efficient and reduce reliance on natural gas.
Regulation 9, Rule 6
Focuses on NOx emissions from natural gas-fired boilers and water heaters, setting stringent
emission standards for these appliances. Compliance with these standards is mandatory for new
installations.
Electrification Requirements
The BAAQMD has adopted rules to promote the electrification of buildings, which will take effect in
2027 for water heaters and 2029 for space heaters. These rules mandate the replacement of natural
gas appliances with highly efficient electric heat pumps.
Clean Air Plan Control Measures
The Clean Air Plan includes specific control measures aimed at reducing energy consumption and
promoting clean energy:
BL1 Green Building Standards: Encourages the adoption of green building standards that
exceed the mandatory requirements, promoting energy-efficient building designs
and technologies.
BL2 Decarbonizing Buildings: Focuses on reducing greenhouse gas emissions from
buildings by promoting electrification and the use of renewable energy sources.
BL4 Energy Efficiency: Implements programs to improve energy efficiency in existing
buildings through retrofits and upgrades.
Local
City of Pleasanton General Plan
The Public Facilities and Community Programs Element of the City of Pleasanton General Plan
includes goals to manage solid waste in ways that are environmentally acceptable by promoting
waste diversion and the use of recycled products.
The Air Quality and Climate Change Element of the General Plan, as well as the Energy Element,
address GHG emissions and identify policies to protect and improve this resource focused on energy
conservation, alternative transportation, water conservation, and preservation of the City’s urban
forest and Urban Growth Boundary.
City of Pleasanton General Plan
The City of Pleasanton’s Council adopted an updated Climate Action Plan (CAP 2.0) in February 2022,
with minor revisions in February 2023. The CAP 2.0 updates the City’s original CAP, which was
adopted in 2012. It outlines local actions to reduce GHG emissions, enhance environmental
