City of Pleasanton—Hidden Canyon Residences and Preserve
Draft EIR Project Description

FirstCarbon Solutions 2-1
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec02-00 Project Description.docx
CHAPTER 2: PROJECT DESCRIPTION
The project sponsor, Ponderosa Homes III, Inc., proposes to build 28 new detached single-family
residential units and roadways on approximately 23.89 acres (development site) of an approximately
130.98-acre project site within the City of Pleasanton (City). Project implementation would also
include the demolition and reconstruction of two existing single-family homes located in the
northeastern portion of the development site, dedication of open space, and annexation of a portion
of the project site, including the existing Oak Hills Congregation Church Site, into the City to ensure a
logical reorganization of City boundaries. The project site consists of seven existing parcels, partially
within the Urban Growth Boundary (UGB) of the City of Pleasanton.
This chapter provides an overview of the project location and setting, project objectives, and
proposed project details, characteristics, and phasing. It also describes intended uses of the Draft EIR
by agencies with permitting and approval authority over the proposed project, as well as required
permits and approvals.
2.1 - Project Location and Setting
2.1.1 - Regional Location
The City of Pleasanton is located in the eastern San Francisco Bay Area of California. The City is
bordered to the south, southwest, and west by Pleasanton Ridge Regional Park; northwest by
unincorporated Alameda County; north by the City of Dublin; and east by the City of Livermore
(Exhibit 2-1). Located in central Alameda County, the incorporated city limits of Pleasanton cover
22.4 square miles (14,300 acres).1,2 Historically, the City has been a suburban residential community,
serving major employment centers to the northwest (City of San Francisco) and southwest (City of
San José). Major roadway networks provide regional access to the surrounding areas, including
Interstate 580 (I-580) running east–west across the City’s northern boundary and I-680, running
north–south through the western portion of the City.
2.1.2 - Local Setting
As shown in Exhibit 2-1, the project site is located in the northwestern portion of the City of
Pleasanton. As shown in Exhibit 2-2a through Exhibit 2-2b, the proposed project site is within the
City’s General Plan area and is also located partially within the northwest portion of the City’s UGB.
The Pleasanton Sphere of Influence (SOI), which signifies the probable ultimate physical boundary
and service area of the City, includes 42.2 square miles (27,200 acres). The Alameda County Local
Agency Formation Commission (LAFCo) has adopted the SOI. The SOI includes lands incorporated
within the city limits, as well as unincorporated land over which Alameda County has zoning and
land use authority. The boundary delineates the areas appropriate for urban development and
excludes open space areas.

1 California Governor’s Office of Planning and Research (OPR). 2003.
