City of Pleasanton—Hidden Canyon Residences and Preserve
Draft EIR Project Description

FirstCarbon Solutions 2-13
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec02-00 Project Description.docx
2.1.4 - Existing Land Use Designation and Zoning
Land Use Designation
The Pleasanton General Plan establishes goals and policies related to development, including goals
intended to preserve open spaces, scenic views, community character, and natural features such as
hillsides and ridges.
The project site is within the Pleasanton’s General Plan Planning Area (Exhibit 2-1). As shown in
Exhibit 2-4, the western portion of the project site, primarily located outside of the UGB, is
designated Open Space–Agriculture and Grazing (OS-AG); the eastern portion of the project site,
located within the UGB, is designated either Low Density Residential (R-LD) or Open Space–Public
Health and Safety (OS-PHS).
The development site and open space is also within the Housing Element Sites Overlay (HESO),
established by the updated Housing Element, adopted in 2023. The site is identified as “Area 1 –
Lester.”
Zoning
The Pleasanton Municipal Code contains the City ’s planning and zoning ordinances and sets forth
requirements related to design review, including types of projects that are subject to review, the
scope of review, and the procedures by which review occurs. Title 18 of the Municipal Code contains
the City’s Zoning Ordinance, which specifies land development requirements (setbacks, heights,
density) that apply to properties in the City. All territory that is annexed to the City is either prezoned
or automatically classified in the S study district.
Exhibit 2-5 shows the existing zoning for the project site, which is Planned Unit Development-Low
Density Residential/Agricultural/Open Space-Housing Opportunity Zone (PUD-LDR/A/OS-HOZ) and
unincorporated. These designations are discussed below.
• PUD-LDR: The Zoning Ordinance states that a Planned Unit Development (PUD) district is
intended to encourage imagination and housing variety in the development of property of
varying sizes and topography, avoiding the monotony of standard residential, commercial, and
industrial developments. The PUD procedure ensures that the desires of the developer and
the community are understood and approved prior to commencement of construction.
• OS-PHS: The General Plan states that an Open Space–Public Health and Safety (OS-PHS)
district is land set aside for the protection of the public health and safety due to geologic,
topographic, fire, or other hazards. No development is allowed in these areas other one
single-family home on each existing lot.
• A: The Zoning Ordinance indicates that an Agricultural (A) district is permitted one-family
dwelling unit and one ADU or junior ADU per each site.
• HOZ: This zoning district is utilized for sites identified and contemplated within the Housing
Element Update as Housing Element Opportunity sites.
