Pleasanton BART October 9, 2025
Site Re-Use Options Memorandum

25

iii. Scenario P-2
• Phase 1: Site 3 and 4 combined as a wrap garage residential development, potentially
with retail and BART rider parking.
• Phase 2: Site 1 as a wrap or podium with residential
• Phase 3: Site 2 as a podium mixed-use building with a small amount of retail or
commercial uses along the Iron Horse trail plaza.

Note: If in Phase 2 (Site 1) is a wrap building with or without BART rider parking, then Phase
3 (Site 2) would be one or two five-to-six-story mixed use buildings with five or more of
residential levels.

Figure 6-3: Phasing scenario P-2

iv. Scenario P-3: All Podium Buildings
• All 4 sites would be phased as desired with each development primarily residential with
its own parking. Site 2 would have some retail / commercial uses. Each development
would be approximately 250+ units and sites 3 and 4 could be smaller buildings if the
parking ratio desired is substantially less than 1:1. While the location of BART rider
parking is shown on Site 1, it could also be located on Site 4.
The order of phasing of the sites is generally flexible.

Figure 6-4: Phasing scenario P-3
