Exhibit D
BART Concept Plan – Site Re-use Options
Public Comments

Provided to Planning Commission for the October 22, 2025, meeting – AFTER PACKET PUBLICATION
Provided to City Council for the November 18, 2025, meeting Page 7

From: Phil Bowman
Sent: Wednesday, October 22, 2025 8:59 AM
Subject: Planning Commission Comments for 10/22 Meeting

Can you please distribute this message to members of the Planning Commission regarding Item 8 on
tonight’s agenda: BART Concept Plan Update:

In Section 2b regarding Bicycle Circulation Alternatives (page 91 in the Agenda Packet), I would like to
voice my support for option B-2. This is really the only reasonable option that provides adequate safety
for bike riders. Alternative B-1 exposes bike riders on Owens Drive to 4 extra unnecessary car crossings,
each are risks for accidents when distracted driver/commuters cross over active bike lanes.
Alternative B-2 minimizes the car crossing risks.

I also believe the separated bike lanes offered by B-2 demonstrate a strong recognition of the value of
bike commuting by offering safe and appealing lanes for bicyclists. By attracting more people to ride
bikes instead of driving cars for their commutes we will lower traffic congestion, reduce air pollution and
make progress to achieving our Climate Action Plan (CAP) 2.0 goals.

Sincerely,

Phil Bowman
Bike, Bed & Trails Committee
Energy & Environment Commission
email@gmail.com
408-XXX-XXXX
