The $1.1 million savings in Personnel costs, net of adjustments related to GASB 101
implementation, is primarily due to greater-than-anticipated levels of vacancies in several
departments, such as Library & Recreation, Public Works, Community Development, and
Finance. Certain positions were not filled for the entire year to achieve savings and plan for
cost reduction during the 2025-27 budget development, thereby minimizing the impact on
employees.

The $40,000 savings in the Transportation and Training category is mostly due to lower travel
and training costs incurred, offset by higher fuel and vehicle repair and maintenance costs.

The $450,000 savings in the Repairs and Maintenance category is mainly attributed to lower
building maintenance costs due to adjustments to custodial services.

The $370,000 savings in the Materials, Supplies, and Services category is the result of the
following over- and under-expenditures: approximately $1.5 million in savings from various
contractual services, and approximately $600,000 in savings from various supplies, materials,
and other expenditure accounts. These are offset by overspending in other areas, including
approximately $1.3 million in phone, computer equipment, and software costs, as well as
$400,000 for temporary personnel and recruitment service expenses.

The $14.0 million in overspending in Other Expenditures is mostly due to the aforementioned
$12.8 million Costco project capital contribution and $900,000 GASB-related adjustments
associated with the City’s leases and SBITAs.

Transfer of Funds. As shown in Table 5 below, actual net General Fund transfers were less
than the amended budget by $3.7 million, mainly due to the cancellation of transfers from the
Capital Reserve Fund for $3.1 million and the Golf Fund for $500,000 associated with a loan
repayment, and greater than anticipated subsidy to the Water and Sewer Funds for their
senior and low-income household discounts and greater subsidy to the Transit Fund for its
operation. With the cancellation of transfers from the Capital Reserve Fund and the Golf Fund,
the $3.5 million contribution to the City’s Capital Improvement Program is covered by
revenues generated in FY 2024/25.
