EXHIBIT A
2

methods we identify, we will describe a method suitable for ALOSC to use in
valuing wildlife-ecosystem services and thus justify paying for these services. We
will vet this method with local and regional experts in valuation and payment
systems for wildlife habitat and with the ALOSC and its constituent governments.
We will finalize a proposed method for valuing and paying for wildlife ecosystem
services.
Phase II: Following completion of Phase I, we will implement the method in the
web-based spatial decision-support tool developed by UCANR for ALOSC
(https://geoportal.ucanr.edu/alosac/). We will connect the method to new and
existing spatial datasets used in the web-tool. For example, using previous UCD
work for ALOSC, we will update assumptions made about actual and potential
movement of wildlife through the settlement area, including across I-580. We will
also make connections between this work and enhancement of wildlife crossing
across I-580 through existing and new crossing structures. We will work with
UCANR to develop an add-in to their web-tool that calculates values and payments
for wildlife ecosystem services for individual parcels. We will vet draft versions of
the web-tool with regional experts, including ALOSC, to make sure it is both
understandable and useful to support financial decisions. Finally, we will develop a
suggested workflow for parcel-specific data collection, appraisal/evaluation,
calculated value/payment, mechanism for payment for wildlife ecosystem services,
and mechanism for long term maintenance and monitoring.
We look forward to continuing work with the ALOSC on this vital research. We
believe that this project will improve financial decisions intended to protect
wildlife habitat and movement primarily through the Diablo Range and secondarily
the East Bay Hills.
Thank you in advance for the opportunity to submit a Research request. We look
forward to consulting regularly with the ALOSC to discuss progress andto receive
feedback. A detailed Scope of Work and Budget are provided in the following
section.

Sincerely,

Fraser Shilling, PhD
University of California
Road Ecology Center
