EXHIBIT A
4

Task 1: Landowner and ALOSC Communication
The Team will contact select local, rural landowners and key groups representing
rural lands (e.g., (e.g., ranchers attending the Conservation Easement workshops
funded by the ALOSC). These contacts are not intended to be exhaustive, but
instead to have conversations about the approach we are taking and the kinds of
outcomes we expect. In a workshop setting, we will ask rural landowner interests
about methods they have available to them (e.g., NRCS’s Environmental Quality
Incentives Program) and their ideas about how to make an effective payment for
wildlife ecosystem services method for ALOSC.
Deliverable: Summary notes from a workshop with rural landowner interests;
Identification of potential fatal flaws and good ways forward.

Task 2: Method Development
The Team will develop the scientific, legislative and logistical basis for a PES
approach for ALOSC. This will include literature searches (both peer-reviewed
and technical literature), developing a model approach, describing payment
mechanisms, and differentiating between initial valuation and long-term
maintenance costs. The model approach will be developed in spreadsheet and
GIS formats so that it can be tested with example calculations. Careful notation
will be made of the decisions made during development to help with review and
reporting.
Deliverables: Draft method for Payment for Wildlife Ecosystem Services; Draft
technical memo describing basis for approach and approach itself

Task 3: Method Vetting and Confirmation
The Team will present the method to the ALOSC and other stakeholders at one
ALOSC meeting and one workshop with landowner-stakeholders. The purpose
of the meeting will be to get feedback on both the basis and the outputs of the
method. A final model method will be developed following this feedback and
presented to the ALOSC at the end of Phase I.
Deliverables: Presentation to the ALOSC and 1 workshop; collection of
feedback; final model and method and technical memo.
