factors, including installation year, useful life, current condition, condition rating, and risk rating.
Based on this analysis, mower No. 8009 was identified as a high-risk vehicle requiring
immediate replacement.

Through that process, more than 191,000 municipal assets were consolidated into a unified
database for lifecycle tracking and long-term budgeting, and it was determined that the City
faces an estimated $15.7 million in fleet replacement costs for Fiscal Year 2025/26. This data-
driven approach reinforces the need to prioritize replacement of critical vehicles and
infrastructure before failure, ensuring operational reliability and financial sustainability. Within
this forecast, the Fleet Section has prioritized mower No. 8009 as a high-priority replacement
on the recommended list.

DISCUSSION
The replacement mower, a John Deere 9009A TerrainCut Rough Mower, is a high-
performance, five-cutting deck rotary mower designed for professional-grade turf maintenance
on parks and sports fields. Its wide cutting deck and robust durability provide improved
efficiency, reliability, and operator safety. This model was selected based on staff evaluation,
operational fit, and compatibility with city maintenance standards.

Table 1. Cost Breakdown

Item Amount
Equipment Total Cost $ 112,314.00
15 percent Contingency $ 16,847.00
Total Not-to-Exceed $ 129,161.00

Staff recommends purchasing the replacement mower to support continued park maintenance
operations. The new equipment will replace an aging mower with high operating costs,
increase mowing efficiency, and reduce downtime due to equipment failures.

The equipment will be procured via Sourcewell Cooperative Purchasing Contract No. 112624-
DAC. This nationally bid agreement enables competitive pricing and contract compliance
without the need for a separate formal bid process.

An alternative to the purchase is for the City to enter into a long-term rental agreement with an
equipment rental company; however, that option would cost more over the term of the
agreement.

EQUITY AND SUSTAINABILITY
This equipment upgrade supports the City’s goal of maintaining clean, safe, and accessible
green spaces for all residents. The replacement mower’s fuel-efficient operation contributes to
reduced emissions, aligns with the City’s environmental stewardship values, and supports
operational equity.

OUTREACH
No outreach was conducted, as this item is a routine matter of City business.
