• Residential Customers: The City hosted one in-person and two virtual community
meetings to gather input. Recognizing that attendance at such meetings can be limited
and subject to selection bias, the City also contracted for a statistically valid survey of
400 residents to capture broad community perspectives.
• Commercial Customers: Outreach was conducted by attending regularly scheduled
business meetings and conducting drop-ins with neighboring businesses located near
the PGS transfer station.
• Multi-Family Property Managers: Staff engaged property managers directly through
targeted phone calls.
• Industry Stakeholders: Representatives from the solid waste and recycling industry
were invited to present directly to the Subcommittee and share their perspectives and
interest in providing services to the City.

Key Themes Identified
Through this outreach, several key themes and points of input emerged. These points are
outlined below by sector.

Residential Customers:
• Residents have overall satisfaction with current solid waste and recycling services
provided by PGS.

• Many residents have not used the PGS transfer station in the past year, yet strong
support remains for maintaining a local drop-off facility.
