Solid Waste Management Services Agreement
Figure 1: Total Annual Operating Costs for Rate Period 8
•Transfer and Transport is less than 5% of total contract costs
City Analysis – Transfer Station Costs
Ratepayer costs are expected to increase regardless of service provider, in
part due to the need for private infrastructure development.
•A study conducted by SCS Engineers on behalf of the City, estimated a minimum
cost of $10M - $23M for retrofitting of PGS’ current transfer station facility.
•This estimate is in line with proposals from PGS for the cost of a retrofit.
•Land acquisition is not included in estimate, which could double the cost if there
is a need to relocate the current facility.
•Most expensive option (est. $70M - $100M+) will be to refurbish current facility
for 6-10 years more service AND build a new facility for long-term needs.
•Alternative service providers expressed the feasibility of utilizing current facilities
with expanded collection and drop off service options to serve the City in a similar
way. Expanded infrastructure may be required (e.g., additional space for truck
parking).
