Item #3
CITY COUNCIL AGENDA REPORT

December 2, 2025
Community and Economic Development

TITLE: ADOPT A RESOLUTION AMENDING THE VINEYARD AVENUE CORRIDOR
SPECIFIC PLAN TO ALLOW THE INSTALLATION OF GATES ON PRIVATE
DRIVES UNDER SPECIFIED CIRCUMSTANCES; AND INTRODUCE AN
ORDINANCE TO MODIFY PLANNED UNIT DEVELOPMENT 54 TO INSTALL AN
ELECTRIC GATE AT THE ENTRANCE TO WINDING OAKS DRIVE, INCLUDING
FINDINGS OF CONFORMANCE TO THE VINEYARD AREA CORRIDOR
SPECIFIC PLAN ENVIRONMENTAL IMPACT REPORT UNDER CEQA
GUIDELINES SECTION 15162

SUMMARY
The applicant, Tony and Linda Brunetti, on behalf of the residents of Winding Oaks Drive,
propose a Planned Unit Development (PUD) modification to PUD-54 to allow for the
installation of a security gate at the entrance of Winding Oaks Drive. Because gates for non-
agricultural protection purposes are expressly disallowed in the Vineyard Area Corridor
Specific Plan (VACSP) and discouraged by the General Plan, an amendment to the specific
plan is required to approve the PUD modification request. Due to recent attempted break-ins,
the residents are requesting the gate for security purposes. Winding Oaks Drive is a private
street, serving a limited number of properties and with no through connection that would be
impeded by the gate installation; these conditions, along with the recent break-in attempts
could be considered an “unusual circumstance” that justifies the installation of a gate. Staff
recommends that the VACSP be amended to permit gates on private streets in certain
"unusual circumstances," and introduce an ordinance to modify PUD 54 to install an electric
gate at the entrance to Winding Oaks Drive.

RECOMMENDATION
1. Find that the proposed project is within the scope of the Vineyard Area Corridor Specific
Plan (VACSP) Environmental Impact Report (EIR). No additional environmental review
is required under the California Environmental Quality Act (CEQA) Section 15162
because no substantial changes to the PUD are proposed, no substantial changes have
occurred with respect to the circumstances under which the project is undertaken, and
no new information of substantial importance shows that the project will have one or
more significant effects not discussed in the previous EIR
2. Find that the proposed amendments the VACSP are consistent with the goals and
policies of the General Plan
3. Adopt a resolution approving the amendments to the VACSP to allow the installation of
gates on private drives at the discretion of the Community and Economic Development
Director or their designee
4. Introduce an ordinance to approve the application for a Planned Unit Development
Major Modification to PUD-54's approved development plan to install an electric gate at
Page 12 of 200
