EQUITY AND SUSTAINABILITY
The Design Review process disproportionately impacts small business owners and single-
family residential property owners, requiring them to dedicate time and money to the planning
process before proceeding with a project. The proposed amendments will substantially reduce
cost and time burdens for the community and simplify the process for small projects.

OUTREACH
Notification of this code amendment has been published in The Valley Times as an upcoming
agenda item for the December 2, 2025, City Council meeting. At the time this report was
prepared, no public comments were received by staff.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton Strategic Plan goals of Optimizing Our
Organization, which involves evaluating the organization’s structure of community engagement
opportunities to improve information sharing, optimize staff efficiency, and provide greater
service to the community, and Building a Community Where Everyone Belongs, which
integrates equitable best practices to increase the reach and access for the entire community.

The proposed amendments are also consistent with the Economic Development Strategic
Plan.

FISCAL IMPACT
There is no direct financial impact from approval of the recommended PMC changes. Though
it is challenging to quantify, this effort will reduce expenditure of staff time and resources
through reducing review of design review applications that are not currently fully cost-
recovered, and by reducing printing, mailing and staff time associated with extended public
noticing, thereby saving the City money.

Prepared by: Submitted by: Approved by:

Emily Carroll, Associate
Planner and

Megan Campbell, Planning
& Sustainability Specialist
Ellen Clark, Director of Community and
Economic Development

Gerry Beaudin, City
Manager

Attachments:
1.
