Planned Unit Development Major Modification
As described in Attachment 2, all of the findings for approval for the PUD Major Modification
can be made, including finding that the proposed plan is in the best interest of the public
health, safety, and general welfare, the proposal is compatible with the previously developed
properties in the vicinity and the natural, topographic features of the site, and adequate public
safety measures have been incorporated into the design.

ENVIRONMENTAL ASSESSMENT
The project is within the scope of the Vineyard Avenue Corridor Specific Plan (VACSP)
Environmental Impact Report (EIR). No additional environmental review is required under the
California Environmental Quality Act (CEQA) Section 15162 because no substantial changes
to the Planned Unit Development (PUD) are proposed, no substantial changes have occurred
with respect to the circumstances under which the project is undertaken, and no new
information of substantial importance shows that the project will have one or more significant
effects not discussed in the previous EIR.

PLANNING COMMISSION ACTION
The Planning Commission held a public hearing on September 26, 2025, to review and
provide a recommendation to the City Council on the proposed actions. The Planning
Commission unanimously recommended approval to the City Council, based on the project’s
conformance with the PUD findings, the General Plan, and the VASCP, as amended.

EQUITY AND SUSTAINABILITY
This action creates more equity in the approval process for gates within the Vineyard Avenue
Corridor Specific Plan area in that it creates criteria for assessment. Allowing the CEDD
Director or their designee to evaluate gate installations ensures case-by-case oversight,
preventing inequitable outcomes—such as gates that might restrict public access or create
social or physical barriers between neighborhoods.

OUTREACH
Notification of this project has been published in The Valley Times as an upcoming agenda
item for the December 2, 2025, City Council meeting. Additionally, notices of this application
were sent to surrounding property owners and tenants within a 1,000-foot radius of the site. At
the time this report was prepared, no public comments were received by staff.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the strategic goal of Building a Community Where Everyone
Belongs of the ONE Pleasanton Strategic Plan in that allowing reasonable modifications—like
gate installations under guided oversight—supports the neighborhood's sense of safety, which
can enhance residents’ sense of confidence in their community’s upkeep and stability.

FISCAL IMPACT
There is no direct fiscal impact associated with the proposed action.
