Item #5
CITY COUNCIL AGENDA REPORT

December 2, 2025
Public Works - Operations Division

TITLE: AUTHORIZE THE CITY MANAGER TO ENTER INTO A PURCHASE ORDER
WITH RUSH ENTERPRISES, INC. FOR THE PURCHASE OF ONE FORD F-350
TRUCK AND TWO FORD F-550 TRUCKS; AND WITH NATIONAL AUTO FLEET
FOR THE PURCHASE OF THREE FORD F-150 LIGHTNING ELECTRIC PICKUP
TRUCKS, FUNDED THROUGH THE WATER AND SEWER INTERNAL SERVICE
FUNDS (FUND 434 AND 424) FOR A TOTAL OF SIX VEHICLES FOR A
COMBINED NOT-TO-EXCEED AMOUNT OF $571,026(INCLUSIVE OF A 15
PERCENT CONTINGENCY)

SUMMARY
The City manages and maintains a fleet of 445 vehicles and essential equipment for citywide
operations. As part of the City’s Asset Management Plan, and based on vehicle maintenance
records, three utility trucks were identified as high-risk due to age, escalating repair costs, and
diminished reliability. The three vehicles have exceeded their useful service life and now
require engine replacements to remain in operation. Each unit incurs more than $10,000 in
annual maintenance costs, rendering continued operation financially unsustainable. Staff
recommends replacing the vehicles with one Ford F-350 truck and two Ford F-550 trucks for
heavy-duty tasks. The purchase of one F-350 and the two F-550s triggers California’s
Advanced Clean Fleets regulation, effective January 1, 2024. The regulation requires the City
to purchase three Ford F-150 Lightning electric vehicles (EVs) to ensure compliance. The
three Ford F-150 EVs will replace three Ford F-150s (Units 304, 102, and 103) that have
exceeded their useful life. These vehicles are critical to Public Works’ daily operations,
including transporting personnel, hauling equipment, and supporting maintenance and repair
services. This ensures the fleet size does not grow while advancing Pleasanton’s Climate
Action Plan 2.0 goals. Approved funding identified in the FY 2025/26 budget will come from
Internal Service Funds, Sewer Fund and Water Fund.

RECOMMENDATION
Authorize the City Manager to enter into a purchase order with Rush Enterprises, Inc. for the
purchase of one Ford F-350 truck and two Ford F-550 trucks; and with National Auto Fleet for
the purchase of three Ford F-150 Lightning electric pickup trucks, funded through the Water
and Sewer Internal Service Funds (Fund 434 and 424) for a total of six vehicles for a combined
not-to-exceed amount of $571,026(inclusive of a 15 percent contingency).

BACKGROUND
California’s Advanced Clean Fleets regulation requires municipalities to transition medium- and
heavy-duty fleets to ZEVs (zero-emission vehicles) with a 50 percent mandate in effect since
January 2024 and full compliance required by 2027.

Staff, working with the consultant Kayuga Solutions (Kayuga), conducted a high-level asset
management analysis of the City’s fleet and developed a ten-year Repair and Replacement
Page 40 of 200
