Item #13
CITY COUNCIL AGENDA REPORT

December 16, 2025
Information Technology

TITLE: AUTHORIZE THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH
THE ENVIRONMENTAL SYSTEMS RESEARCH INSTITUTE (ESRI) FOR
GEOGRAPHIC INFORMATION SYSTEM (GIS) SERVICE AND SOFTWARE
MAINTENANCE IN THE AMOUNT OF $191,400 FOR A PERIOD OF THREE
YEARS

SUMMARY
The City’s Geographic Information System (GIS) provides geospatial data and mapping
capabilities that have a wide array of uses, including mapping of assets such as water, sanitary
sewer, storm water, signs, parcels, and streets. The Environmental Systems Research
Institute (ESRI) Small Government Enterprise Agreement (SGEA) provides wide access to the
ArcGIS platform—desktop, server, web, and mobile applications. Benefits include expanded
City staff access to geospatial data, Tier 1 help desk support, access to training, and
continuous security patches and updates. The City’s GIS leverages ESRI software and
technology, and integrates with multiple enterprise applications and other City enterprise
systems. Staff recommends approval of the agreement with ESRI.

RECOMMENDATION
Approve and authorize the City Manager to execute an agreement with the Environmental
Systems Research Institute (ESRI) for Geographic Information System (GIS) service and
software maintenance in the amount of $191,400 for a period of three years.

BACKGROUND
The City has used Geographic Information Systems (GIS) for various geospatial data and
mapping uses since the late 1990s. In 2000, the GIS division fully migrated and standardized
to software solutions provided by the Environmental Systems Research Institute
(ESRI), coinciding with a significant effort to collect data about City assets such as water,
sanitary sewer, storm water, signs, parcels, and street segments. Over time, ESRI's software
products and services have evolved and become ESRI's ArcGIS platform, which expanded
from desktop tools to modern desktop, web and mobile applications. This platform enables
staff across departments to view current asset information, create basic maps without
advanced GIS training, and collect field data in real-time, improving interdepartmental
coordination and transparency. The City continues to expand capabilities through ESRI's
ArcGIS platform and its extensions and focused applications as operational needs grow.

DISCUSSION
ESRl's Small Government Enterprise Agreement (SGEA) provides the City with augmented
user licenses to allow staff to access a full suite of ArcGIS platform-based software and tools
or applications. Without the agreement, named user licenses would create bottlenecks for
routine mapping, field collection and integration with other City enterprise systems.
