The primary goal of the PLHA program is
to establish a permanent source of funding for local governments to support housing-related
projects and programs that address unmet housing needs in California communities, through a
$75 recording fee imposed on real estate documents. As an entitlement jurisdiction, in August
2023, Pleasanton secured its PLHA allocations for calendar years (CY) 2019, 2020, and 2021,
totaling $644,361. Pleasanton is now eligible to submit another application to secure its
$228,805 PLHA allocation for CYs 2022 and 2023.

Tri-Valley Haven is in the process of rebuilding its existing domestic violence shelter. Staff
recommends allocating the entire new increment of PLHA funding towards Tri-Valley Haven’s
shelter operating costs, which include temporary housing for residents while the domestic
violence shelter is under construction. To be awarded the funds, the City must submit an
application to the California Department of Housing and Community Development (HCD). The
City Council is requested to authorize the necessary application, and upon receiving the PLHA
award, approve an amendment to the budget and an Amendment to the existing Professional
Services Agreement with Tri-Valley Haven.

RECOMMENDATION
1. Approve and authorize the City Manager or his designee to submit an application for
$228,805 in Permanent Local Housing Allocation (PLHA) funding to the State of
California, Department of Housing and Community Development (HCD), and accept the
funds upon award.
2. Approve related budget amendments in the miscellaneous grant fund (Fund 116) for
fiscal year (FY) 2025/26; funding for FY 2026/27 will be included as part of the Mid-
Term Budget Update.
3.
