The Cities of Dublin, Livermore, and
Pleasanton have been collaborating with Tri-Valley Haven on this project since 2023. The City
has already allocated $500,000 in CDBG funds — $250,000 in FY 2023/24 and another
$250,000 in FY 2024/25 - to this project.

The project is progressing. The demolition of the old buildings was completed in September
2024, a contractor has been selected, and construction is scheduled to commence in
December 2025. However, the project currently has a funding gap of between $1.5 and $2
million. Tri-Valley Haven has secured $9.6 million in funding, with a total project budget of
approximately $11.4 million.

Action Plan Amendment
The Substantial Amendment to the FY 2025/26 Annual Action Plan provides the City with an
opportunity to offer the Shiloh Rebuild project additional financial support. Once HUD formally
approves the City’s FY 2025/26 Annual Action Plan, City staff, if directed by the City Council,
would proceed to complete the Action Plan Amendment to allocate the $224,630 of currently
unallocated CDBG capital project funds to Tri-Valley Haven. The additional CDBG funds would
be crucial in closing Tri-Valley Haven’s current funding gap. Tri-Valley Haven is conducting
fundraising and pursuing other avenues to help address the remaining gap.

City staff will present the Substantial Amendment to the FY 2025/26 Annual Action Plan to City
Council and members of the Pleasanton community at a future City Council meeting, in
accordance with the City’s HUD-approved Citizen Participation Plan. Related budget
amendments will also be included as part of that Council item.

EQUITY AND SUSTAINABILITY
The proposed funding would be an extension/augmentation of funding provided by the City to
Tri-Valley Haven for this project in prior cycles of the Housing and Human Services (HHSG)
Grant Program. The HHSG provides grant funds to non-profit agencies to offer direct programs
and services that benefit low-income residents of Pleasanton, those who are unhoused or at
risk of becoming unhoused, and individuals with special needs. Providing these grant funds
helps vulnerable populations remain part of the Pleasanton community and offers them
support and assistance.

OUTREACH
No outreach was conducted to make this recommendation.

The Substantial Amendment to the FY 2025/2026 Action Plan will require a 30-day public
comment period to solicit comments from the community. The City Council will have the
opportunity to review the Action Plan Amendment, hold a public hearing to solicit public
comments, and approve it for submission to HUD for review and approval at a future City
Council meeting.
