Pleasanton BART October 9, 2025
Site Re-Use Options Memorandum

28

8. Appendix

a. Case studies of transit-oriented development at other BART stations

BART defined transit-oriented development (TOD) as well-designed, mixed-use, higher-density
development adjacent to frequent transit. Over the years, BART has completed 22 TOD
projects, with one currently in construction and nine in predevelopment. This memo highlights a
few of these relevant projects in this section. The following common themes and features have
been identified, which may provide valuable lessons for this planning exercise:

• Open spaces in the form of plazas and paseos activated by adjacent commercial spaces
• A mix of housing types, retail, dining, and services
• Better walking & biking environment and improved transit access
• New streetscapes and drop-off zones

Figure 8-2: Proposed apartments at El Cerrito Plaza BART,
breaking ground in 2026.
