Pleasanton BART
Existing Physical Site Conditions Opportunities and Constraints Evaluation Oct 16, 2025

3
1. Physical Site Conditions

a. General description

The project site comprises two parcels of land located along Owens Drive, immediately to the
south of Interstate-580 and the existing Dublin/Pleasanton BART station. The gross site area of
the overall project site is 14.9 acres The parcel to the west (labelled “West Parcel” in the image
below) is 6.93 acres, while the one to the east (“East Parcel” in the image below) is 7.97 acres.
The overall site measures approximately 1,920 feet in length, while the width varies between
approximately 300’ on the western property line to about 410 feet along the eastern property
line. This memo refers to these two parcels APN 941-2771-15 and 941-2778-2 as the “West
Parcel” and “East Parcel” respectively.

The site is currently owned by BART and provides surface parking and access to the BART
station and through access to Dublin to the north. It is currently configured into four parking lots
(with a total of 1,352 BART rider parking spaces) that distinguish between Reserved and Daily
Fee vehicular parking. The site is also diagonally bisected by a segment of the Iron Horse
Regional Trail, a pedestrian and bicycle trail extending approximately 32 miles between
Concord and Pleasanton.

The project site has primary street frontage along Owens Drive and includes an access road
that loops along the east and partially along the north of the site. This road turns into a bus-only
access road that connects to the Dublin side of the transit station via an underpass. The site
also has internal drive-aisles to facilitate vehicular drop-offs close to the station and access to
parking areas. The Owens Drive frontage also includes an existing bike lane.

The site also includes a covered pedestrian walkway with multiple bus stops (mostly disused)
along the north side, and a triangular central plaza with vacant retail kiosks near the entrance of
the station.
Figure 1-1: Basemap showing existing conditions
DRA
F
T
