EXHIBIT A
RESOLUTION NO. PC-2025-20
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PLEASANTON
RECOMMENDING THE CITY COUNCIL APPROVE AN AMENDMENT THE VINEYARD
AVENUE CORRIDOR SPECIFIC PLAN TO ALLOW THE INSTALLATION OF GATES ON
PRIVATE DRIVES AT THE DISCRETION OF THE COMMUNITY AND ECONOMIC
DEVELOPMENT DIRECTOR OR THEIR DESIGNEE. (P25-0294)
WHEREAS, on June 1, 1999, with the adoption of Ordinance 1782, the Vineyard Avenue
Corridor Specific Plan (VACSP) was established; and
WHEREAS, on August 28, 2025, Tony and Linda Brunetti on behalf of Winding Oaks Drive
residents (“Applicant”) submitted an application to amend the VACSP to allow the
installation of gates on private drives at the discretion of the Community and
Economic Development Director or their designee; and
WHEREAS, on October 22, 2025, the Planning Commission held a duly-noticed public
hearing and considered relevant exhibits, recommendations of the City staff
concerning this application, and received testimony from the applicant and
interested parties; and
NOW, THEREFORE BE IT RESOLVED by the Planning Commission of the City of
Pleasanton, that prior to taking action of the Project, and at a properly noticed
public meeting, the Planning Commission reviewed oral staff reports, took
testimony and received into the record all pertinent documents related to the
Project (collectively the “Record Evidence”). The Planning Commission’s
determination is based on the Record Evidence, which is incorporated into this
resolution by reference.
BE IT FURTHER RESOLVED by the Planning Commission of the City of Pleasanton:
Section 1: The Planning Commission finds that the project is within the scope of the VASCP
Environmental Impact Report (EIR).
