Draft Memorandum
Date: August 21, 2025
To: Rick Williams and Preeti Srinivasan, VMWP
From: Sam Tabibnia and Bruno Lertora, Fehr & Peers
Subject: Dublin/Pleasanton Bay Area Rapid Transit (BART) Existing Conditions –
Access and Circulation
OK25-0596.03

1. Introduction
The Dublin/Pleasanton Bay Area Rapid Transit (BART) Station is located on the border of Dublin
and Pleasanton in the Interstate 580 (I-580) median. As the terminus of BART’s Blue (Daly City)
Line, the station serves as a key regional transit hub, offering connections to a wide range of local
and regional bus services. It is accessible to riders from both cities, with vehicle parking and
passenger loading, as well pedestrian and bicycle infrastructure on both sides of the freeway,
including sidewalks and a crossing of the Iron Horse Trail, a Class I multi-use path. Figure 1 shows
the station location and surrounding area.
This memorandum provides an assessment of existing conditions in and around the Dublin/
Pleasanton BART Station, with a focus on multimodal access and connectivity. The analysis is
intended to support future transit-oriented development (TOD) on the surface parking lots on the
Pleasanton side of the station, just north of Owens Drive (referred to as the Project site). Figure 2
shows the Project site (the Pleasanton side of the station) in more detail.
According to BART’s Station Access Policy,1 the Dublin/Pleasanton Station is currently classified as
“Auto-Dependent”, which is defined as stations with the highest level of investment in auto-based
access with relatively low levels of transit, bicycle and walk access compared to other stations
across the BART district. Per BART’s Access Policy, the Dublin/Pleasanton Station is expected to
remain an Auto-Dependent station.

1 Bay Area Rapid Transit (BART), BART Station Access Policy, 2016.
