P25-0352, PMC Amendments Planning Commission
6 of 9
*These items, at the discretion of the Zoning Administrator, may be required to go through the
Design Review process if the project is deemed substantial, sensitive in nature, or violates any
codes, policies, or plans.

Staff finds that some projects would continue to benefit from DR, because they are more
substantive in nature, and/or have a greater potential to materially affect or impact a
neighborhood, commercial district, neighboring property, or views from public right-of-way.

These include:
• New single-family homes
• Two-story additions/balconies on a single-family residential property
• Major modifications/new buildings and structures within multi-family properties (e.g., a
new clubhouse)
• Additions to commercial properties (at the discretion of the ZA)
• Exterior modifications to properties within the downtown (at the discretion of the ZA)
• Major modifications to other commercial properties (e.g., fully renovating the amenities
on a site)

As recommended, staff believes the DR process will continue to protect the character of the
City. However, the modifications will reduce the quantity of DR permits processed by at least
50 percent, significantly expediting the process for smaller projects with limited impacts.

The ZA is the recommended review authority for a large majority of DR applications, as
detailed in Exhibit D. The Planning Commission is recommended to be the automatic review
authority for a smaller subset of applications as follows:

• Commercial:
o Major additions and/or major exterior building or site modifications in the
Downtown Specific Plan Area
o Major additions to other existing commercial buildings (e.g., adding a story on an
existing building) and/or demolition and rebuild of an existing commercial building
o New structure on a vacant parcel
• Other:
o Appeals of decisions made by the Zoning Administrator
o When DR, with review by the Planning Commission, is a required Condition of
Approval

The Planning Commission remains the review authority for housing development projects of 51
or more units pursuant to PMC Chapter 18.22 (Housing Site Compliance Review). These
projects are subject to the Objective Design Standards and not subject to PMC Chapter 18.20
(Design Review).

Noticing Amendments
Staff recommends a comprehensive revision to the City’s existing notice procedures, which
would result in rescinding City Council Resolution 91-132 and revising PMC Section
18.12.040. This PMC section currently outlines public hearing procedures. Additional
procedures pertaining to public hearings exist in various other PMC Sections, including those
listed and described below under “Other Amendments.” Staff’s recommended modifications
