Pleasanton BART October 9, 2025
Site Re-Use Options Memorandum

3

1. Objective and Document Structure

The draft Site Reuse Option Memorandum presents multiple options for reuse of the Pleasanton
BART site by identifying conceptual blocks (or development sites), a circulation framework,
open spaces, BART station access, and vehicle and bicycle parking.

These options also define a generalized development program, primarily focused on residential
development (with the potential for affordable housing), but also including complementary non -
residential uses, informed by BART and City requirements and by the market study. This memo
also addresses development types and densities and overall holding capacity to be anticipated
for future development.

This memorandum is prepared for City and BART leadership, as well as for the public.

Three main concerns were identified during the concept design process:
• Site Circulation
• Development Capacity
• BART Rider Parking Location

Additionally, the following salient issues are also addressed here:
• Building Types
• Non-residential uses
