P25-0294 and PUD-54-01M, Winding Oaks Drive Planning Commission
2 of 6

EXECUTIVE SUMMARY
The applicant, Tony and Linda Brunetti, on behalf of the residents of Winding Oaks
Drive, propose a Planned Unit Development (PUD) modification to PUD-54 to allow for
the installation of a security gate at the entrance of Winding Oaks Drive. Because gates
for non-agricultural protection purposes are expressly disallowed in the VACSP and
discouraged by the General Plan, an amendment to the specific plan is required to
approve the PUD modification request. The Planning Commission may recommend
approval, approval with conditions, modify the recommended approval, or deny the
proposed amendment to the VACSP and the PUD Major Modification to the City
Council.

BACKGROUND
The subject area is located within the VACSP area (see Figure 1). The VACSP was
adopted by the City Council on June 1, 1999, to serve as the primary land use and
infrastructure regulatory guide for development of the approximately 384-acre Vineyard
Avenue Corridor area located along Vineyard Avenue in southeast Pleasanton. The
VACSP establishes the basic land use pattern, development and design standards,
circulation network, infrastructure system, environmental measures, and implementation
requirements for development. The subject area is designated Hillside Residential/Open
space in the VACSP.

The development standards and development plan for the Winding Oaks Drive
subdivision were established in PUD-54, which was approved on August 15, 2006, by
City Council Ordinance No. 1938. The PUD includes eight single-family homes and one
lot for a City water tank. The area has Low-Density Residential and Open Space
General Plan Land Use Designations.

Figure 1: Vineyard Avenue Corridor Specific Plan Area
