CULTURAL RESOURCES SURVEY REPORT
4400 Black Ave
1

INTRODUCTION AND SUMMARY OF FINDINGS
The property at 4400 Black Ave in Pleasanton (APN 946-3380-006-00) is a 2.59-acre parcel currently
developed with a commercial building built in 1973. A new residential development proposes to
demolish the existing building on site and replace it with 10 new 3-story townhouse buildings (59
units). To ensure that that the proposed project would not cause a substantial adverse change in the
significance of a historical or archaeological resource (as defined in the CEQA Guidelines [14 CCR
§15064.5]), Archaeological/Historical Consultants (A/HC) of Oakland, California, was retained to
evaluate whether the building is eligible under the California Register of Historic Resources (CRHR)
and to complete an archaeological sensitivity assessment of the property.
This report presents the results of a cultural resources survey of 4400 Black Ave (hereafter the project
area). The archaeological sensitivity assessment concluded that the project area has low sensitivity
for Native American buried archaeological resources and moderate sensitivity for historic-era
archaeological resources. Based on a built environment survey and historical research, the commercial
building at 4400 Black Ave appears not eligible for the CRHR.
