State of California - The Resources Agency Primary#
DEPARTMENT OF PARKS AND RECREATION HRI #
Trinomial
CONTINUATION SHEET
Property Name: 4400 Black Ave Page 13 of 21
DPR 523K (9/2013)
The Walled Garden
As mentioned above, this feature fills the angle between the front two blocks of
the building. The surface is paved, and the area is filled with a mix of steel
and concrete tables and benches. The area is protected on two sides by four-
foot-high wooden walls made of brown diagonal boards and darker trim that are
the same as are found elsewhere in the building. A trellis-like structure of
wooden beams covers most of the walled garden. These beams are supported by
square wooden posts with wooden trim that look the same as the posts that support
the roof over the adjacent entrance area. The visual connection between these
posts is continued by a row of four similar pilasters in the front-most part of
the building (to the left of the entrance path).

Interior
The interior is divided into two large rooms and many small rooms. Both of the
large rooms are in the building’s rear block; they are labeled “UNIT I CACD” and
“UNIT II CACD” in the framed floor plan within the building. UNIT I CACD is now
devoted mainly to storage, while UNIT II CACD is furnished with tables and chairs
and is essentially a large meeting space.
Between these two large rooms are several smaller rooms. One of these is filled
with steel racks that once held a great deal of electronic circuitry and wiring
that supported the call center’s use. Much of this circuitry has been removed
since it is no longer needed, but some remains.
The interior finish is mostly utilitarian. Wall surfaces are variously plaster
or are covered with lavender-colored fabric; the latter (found in the UNIT I CACD
room) is likely non-original. Ceilings are drop acoustical ceilings. Floors are
variously carpeted, linoleum tile, or (in UNIT I CACD) concrete. Paired wooden
doors can be found in one room, namely the former lounge. Lighting is of two
types. The primary lighting is fluorescent panels set flush within the ceiling.
Other fluorescent lights, found only in the UNIT I CACD and UNIT II CACD rooms,
are suspended from the ceiling. These were most likely placed in 1998, according
to a building permit.
Two hallways can be found in the building. One runs south from the main entrance
to the rear block. It meets another hallway that runs east-west along the north
side of the building’s rear block. This hallway is about 87 feet in length and
is lined on both sides by 202 narrow steel lockers for the call center’s
employees.
