PROPOSAL FOR
CITY OF PLEASANTON
QUIET ZONE
Kimley-Horn’s Related Project Experience
CITY OF PALO ALTO, ALMA STREET AT-GRADE RAIL CROSSING QUIET ZONE DESIGN, MENLO
PARK AND PALO ALTO, CA
Kimley-Horn is preparing the final design for safety enhancements to the existing Caltrain At-Grade Crossing at Alma
Street to achieve quiet zone status. The crossing upgrades reduce the safety risk of the crossing to a sufficient level
to qualify the location as an offical Quiet Zone the FRA. This effort involves coordination with Caltrain, CPUC, and the
FRA on the design and implementation of safety enhancements which include upgraded signage and striping, as well
as reconstructed medians to meet official Quiet Zone requirements. Kimley-Horn is also providing the City of Palo
Alto with permitting support to obtain the GO 88-B approval, as well as the FRA’s Notice of Intent (NOI) and Notice of
Establishment (NOE) for Quiet Zones.
CITY OF SAN JOSE, RACE & PARKMOOR INTERSECTION IMPROVEMENTS, SAN JOSE, CA
Kimley-Horn is preparing the preliminary and detailed designs for intersection and at-grade crossing improvements at the
Race Street and Parkmoor Avenue intersection in the City of San Jose. Improvements adhere to latest railroad standards
and will include roadway and pathway safety, roadway rehabilitation and intersection realignment, buffered bike lanes,
railroad preemption, pre-signals, and conformance with the California MUTCD. The crossing is also part of an established
quiet zone, and Kimley-Horn will be coordinating the improvements to maintain the corridor's status with the FRA.
CITY OF PALO ALTO, CALTRAIN RAILROAD GATES QUIET ZONE ANALYSIS AND STUDY, PALO
ALTO, CA
Kimley-Horn is finalizing a study to assess the feasibility and requirements associated with creating a quiet zone along
the Caltrain corridor through the City of Palo Alto. This study is building off a previous study and single-crossing final
design, both performed by Kimley-Horn, to append a quiet zone and include all four at-grade crossings in the City to
one quiet zone. The work completed included performing quiet zone calculations and analysis in conformance with
FRA requirements, preparing conceptual designs for two design alternatives, facilitating the field diagnostic meetings
with stakeholder agencies, and supporting the City of Palo Alto at public outreach and various council and committee
meetings. Kimley-Horn also prepared conceptual cost estimates, which were incorporated into the final report for quiet
zone implementation.
CITY OF MENLO PARK, QUIET ZONE STUDY AT RAILROAD CROSSINGS, PALO ALTO, CA
Kimley-Horn prepared a study to determine the feasibility of implementing a quiet zone along a half-mile stretch of
the Caltrain corridor through the City of Menlo Park and Palo Alto. The stretch of this corridor includes four at-grade
vehicular railroad crossings in Menlo Park, and one at-grade crossing in Palo Alto. The work completed in this study
included an analysis following the guidelines prescribed by FRA, conceptual designs of the improvements to each of
the five at-grade crossings within the scope, scheduled and attended diagnostic field meetings with stakeholders, and
assisting the two cities in public outreach efforts. After performing an initial site visit to evaluate the existing conditions
and assessing opportunities for potential improvements and using the FRA Quiet Zone Calculator, Kimley-Horn identified
three scenarios for quiet zone implementation. These scenarios were presented alongside with cost estimates, outreach
and coordination, our recommendation, and next steps to prepare for the implementation of a quiet zone.
ALAMEDA CTC, RSEP - ENVIRONMENTAL AND DESIGN SERVICES, OAKLAND, CA
Kimley-Horn is the prime consultant providing environmental clearance and design services for Alameda CTC’s Rail
Safety Enhancement Program – Phase A (RSEP-A), which includes prioritizing and designing safety improvements
for pedestrians, bicyclists, and cars at 28 UPRR at-grade crossings in six local jurisdictions in Alameda County
from Berkeley to Hayward and Livermore. This is one of the most significant grade crossing programs in the state,
conceived to accommodate the significant growth of rail traffic and includes extensive coordination with UPRR, CPUC,
the local agencies and cities, and Alameda CTC. Kimley-Horn and Alameda CTC have developed an innovative project
approach that divides each of the 28 locations into one of three “tiers” for improvements based on the required lead
times for approvals and designs and are working alongside Alameda CTC and their CM/GC team to implement the
“low-hanging fruit” solutions upfront, while working in parallel on crossings that require longer lead times.
