Permitting and Approvals
January 2027-
September 2027
Construction (to be performed under separate contract)

This timeline represents the best-case scenario, assuming timely stakeholder meetings and
expedited reviews, as well as standard supplemental safety measures for implementation,
which would not require extensive time to complete the design work. The construction timeline
is also unknown and depends on the type of construction required.

EQUITY AND SUSTAINABILITY
The Quiet Zone will benefit both Pleasanton's residents and businesses by reducing noise
pollution, enhancing quality of life for those living along the train corridor.

OUTREACH
Public outreach will be conducted following the completion of the stakeholder engagement
process in July 2026. This will provide the public with the opportunity to comment on the
proposed design. There will also be a City Council status update meeting in July 2026,
providing an additional opportunity for the public to provide input on the project.

STRATEGIC PLAN ALIGNMENT
This project is a direct response to community complaints about noise pollution caused by train
noise, which occurs at all hours of the day and night.

Approval of this action advances the Citywide strategic Goal E: Building a Community Where
Everyone Belongs: Livability and Community Development, specifically by improving the
Health and Safety of the community by enhancing the quality of life, specifically by reducing
train horn noise that can impact sleep and other daily functions.

FISCAL IMPACT
The Quiet Zone Feasibility Study and Preliminary Design capital improvement project (CIP No.
26510) is funded with surplus funds (cost savings) from the Bernal Synthetic Turf Repair and
Replacement project. The City Council approved the reallocation of these funds as part of the
CIP project approval on August 19, 2025. The total available funding for this phase of the
project is $175,000.

Prepared by: Submitted by: Approved by:

Mike Tassano, Traffic
Engineer/Deputy Director of
Community and Econ Dev
Ellen Clark, Director of Community and
Economic Development

Gerry Beaudin, City
Manager

Docusign Envelope ID: 2430EB25-F48A-45D4-91C5-9340C4FBB5C9
