Kimley-Horn understands it will be a
multifaceted process, requiring thorough knowledge of the interactions of rail, automobile, and bicycle/pedestrian
modes, as well as intimate knowledge of the surrounding area and stakeholders. In addition, specialized skill
sets and good working relationships with the rail operators, regulatory agencies, and City advisory committees
will be key to the success of this project. The Kimley-Horn team possesses the specialized set of skills and
excellent working relationships with all the stakeholder agencies necessary to successfully deliver this project in
partnership with the City.
Our team brings the following benefits to the City of Pleasanton:
UNMATCHED KNOWLEDGE OF IMPLEMENTING QUIET ZONES Kimley-Horn will leverage our recent and relevant
experience with quiet zones throughout California. Our principal-in-charge, Peter Meyerhofer, PE, has led the planning
and final design efforts for numerous Bay Area at-grade crossings – including quiet zone implementation plans along the
Caltrain corridor, where UPRR is a tenant operator. Our quiet zone analysis lead, Scott Arnold, PE, PTOE, RAS, CRIS,
has supported municipalities across the country on the development of Quiet Zones. Together with our project manager
Blake Silkwood, PE, QSD, our Kimley-Horn leadership team bring over 50 years of combined experience to this project.
SPECIALIZED EXPERIENCE WITH GRADE CROSSINGS Our team’s experience with these types of projects
is unmatched. The Kimley-Horn team brings specialties and knowledge of at-grade crossing safety for all types of
railroad operators. We have successfully completed dozens of public at-grade crossing designs across the state
and are currently working on dozens more with multiple transportation agencies. All of these crossings are under
California Public Utilities Commission (CPUC) jurisdiction, and most provide both freight and commuter services. Our
team has investigated the identified crossing locations in the City and the surrounding areas, and is familiar with the
existing infrastructure, railroad corridor, safety concerns, and potential improvements. Our extensive knowledge of
at-grade crossing design, active transportation design, the CPUC approval process, UPRR operations and approvals,
and the Federal Railroad Administration (FRA) Quiet Zone process and its own set of notices, will streamline your
project process and reduce the coordination burden on your staff in getting a consultant team “up to speed”.
PROJECT MANAGEMENT LEADERSHIP, PASSION, AND EXPERTISE Managing projects of varying size
and scope makes Blake Silkwood, PE, QSD an ideal project manager to lead the development of the City’s Quiet
Zone. He will be supported by a team of skilled specialists, including Taylor Brown, PE, Lauren Jumanan, PE,
and Brandi Childress, who are established specialists in their respective fields and are fully dedicated to making
your project successful.
Docusign Envelope ID: 2430EB25-F48A-45D4-91C5-9340C4FBB5C9
