The Mobility Forward: Tri-Valley Paratransit Study Final Report (2019) identified four
recommendations. The following three recommendations are specific to Pleasanton:
• Transfer Americans with Disabilities Act (ADA) service from Pleasanton to LAVTA
• Restructure PPS as a City-based program for Older Adults (reorganize PPS within the
City or contract for services)
• Implement a Tri-Valley coordinated transit strategy for older adults and people with
disabilities.

The Mobility Forward: Tri-Valley Paratransit Study Final Report was adopted at the May 7,
2019, City Council meeting. The report’s findings led the City to contract out paratransit
services.

After a competitive bidding process, Black Tie Transportation (BTT) was selected as the
Operator, and services began on December 1, 2020, with a three-year term and a not-to-
exceed amount of $896,400, with a $179,280 contingency budget. On February 1, 2024, the
City and BTT executed the First Amendment of the Operator Agreement for an 11-month term
and a not to exceed the amount of $295,812, and on December 9, 2024, the Second
Amendment to the Operator Agreement with BTT for Pleasanton Paratransit Services in an
amount not to exceed $334,656 from January 1, 2025, through December 31, 2025.

DISCUSSION
Throughout the duration of the current Agreement, BTT has been helping residents stay
mobile and active as they age. Over the five years of Pleasanton Rides, BTT provided more
than 26,000 trips for Pleasanton seniors and has received excellent reviews from program
participants.

The existing contract for paratransit services is set to expire on December 31, 2025. In
anticipation of this, staff issued a Request for Qualifications (RFQ) in September 2025. Staff
received three bids from BTT, Uber Transit, and HBSSCC. Staff reviewed the bids and
recommended awarding the contract to BTT. BTT is a local vendor with a well-established
presence in the community. By performing the work with its own staff, BTT eliminates reliance
on subcontracted services, which enhances quality control, accountability, and responsiveness
to City oversight. The company’s proximity and proven experience with providing the
Pleasanton Rides program further support its selection as the most qualified contractor for this
project. Additionally, choosing a local vendor allows economic development within our
community. The other two proposals were from technology vendors based out of state, who
use subcontractors to provide the service.

EQUITY AND SUSTAINABILITY
This item enhances equity in our community by providing transportation for individuals who are
not able to transport themselves. Senior transportation provides access to socialization,
medical appointments, and other necessary resources.

OUTREACH
An RFQ was conducted for Paratransit Services in September 2025.

Docusign Envelope ID: 2C9A65BB-21B7-4E3B-A5B5-F713B3B31D24
