There being no speakers, Mayor Balch <br />closed the public comment. <br />Mayor Balch called a recess at 8:57 p.m. and reconvened the meeting at 9:03 p.m. <br />9. Adopt a resolution approving an update to the City's Purchasing Procedures Manual <br />Recommendation: Adopt Resolution No. 2025-072 approving an update to the <br />Purchasing Procedures Manual. <br />Mayor Balch opened public comment. There being no speakers, Mayor Balch <br />closed the public comment. <br />MOTION: It was m/s by Councilmember Eicher/Councilmember Gaidos to approve <br />the item as recommended. Motion passed by the following vote: <br />Ayes: Councilmembers Eicher, Gaidos, Nibert, Testa, Mayor Balch <br />Noes: None <br />Absent: None <br />1.Ratify Mayor's appointment of a Vice Mayor and City Council assignments to <br />various boards and commissions for calendar year 2026 <br />Recommendation: Ratify Mayor's appointment of Councilmember Matt Gaidos as <br />Vice Mayor and the City Council assignments to various boards and commissions <br />for calendar year 2026. <br />Councilmember Testa requested to be removed from the Altamont Community <br />Monitor Committee and requested that it be assigned to either a Councilmember or <br />to a Pleasanton community member. Councilmember Gaidos volunteered to <br />continue as the member on the committee until such time that a replacement <br />member is appointed. <br />MOTION: It was m/s by Councilmember Testa/Councilmember Eicher to approve <br />the item with an amendment to appoint Councilmember Gaidos as the member on <br />the Altamont Landfill Community Monitor Committee until a replacement <br />assignment is completed. In addition, the City Council directed that a recruitment <br />be opened for a Pleasanton community member to serve on the committee.
