This work was necessary after per- and
polyfluoroalkyl substances (PFAS) were discovered in the City's groundwater supply, and
because the City's wells were aging and beginning to fail. Therefore, this effort supports the
City’s evaluation of options to recover the use of its Groundwater Production Quota (GPQ) of
3,500 acre-feet per year.

The City shared costs with Zone 7 to explore the feasibility of constructing new groundwater
wells in Pleasanton. The City's cost-share portion for this phase is not to exceed $1,283,231.
The three proposed sites for the Phase 1 feasibility work included Tennis Park, Hansen Park,
and Del Prado Park, whichare located on property owned by the City of Pleasanton.

DISCUSSION
As the Tri-Valley Groundwater Manager, Zone 7 Water Agency has taken the lead in
performing the Phase 1 feasibility study for engineering and construction, water modeling,
contract management and feasibility analysis.

The feasibility study was completed in December 2025. An informational update was
presented by Zone 7 staff to their Board on January 21, 2026. The Zone 7 agenda report and
presentation materials provided to the Board are included as Attachments 1 and 2,
respectively.

The purpose of this report is to provide the City Council with the same informational update
presented to the Zone 7 Board.

City staff is currently reviewing the final feasibility study report and conducting an independent
evaluation. Staff anticipate completing this analysis and plan to return to the City Council in
late March or early April with a recommendation and to seek City Council direction on next
Page 22 of 80
