Under recent
court rulings, these measures require majority voter approval for passage. Canyon Lake’s measure was
also a cannabis tax increase with restrictions on the spending for public safety services. It failed.
Madera County’s transportation sales tax is an extension of an existing rate.

Utility User Taxes
Voters in Long Beach expanded their utility user tax to businesses but voters in McFarland rejected
a new utility user tax there.

Property Transfer Taxes
Only charter cities may adopt property transfer taxes which are in lieu of the state statutory
documentary transfer tax applicable in general law cities. Voters in the charter cities of Mountain View
and Berkeley approved increases on taxes on transfers of real estate.
Property Transfer Tax measures in Saint Helena and Benicia were dependent on voter approval
of those cities establishing city charters. Both failed.

Transactions and Use Tax (Add-on Sales Tax). Initiative Special.
