Page 1 of 3 <br />Item #15 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />December 16, 2025 <br />Library and Recreation <br /> <br />TITLE: AUTHORIZE THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH <br />AMERICAN CEMETERY MAINTENANCE AND BURIAL FOR PROFESSIONAL <br />CEMETERY OPERATION SERVICES IN THE AMOUNT NOT TO EXCEED <br />$175,000 FOR A ONE-YEAR CONTRACT <br /> <br />SUMMARY <br />The proposed agreement with American Cemetery Maintenance and Burial (ACMB) is for <br />professional cemetery operation services at the Pleasanton Pioneer Cemetery. With the <br />expiration of the current burial services and grounds maintenance contract occurring on <br />December 31, 2025, staff initiated a Request for Qualifications (RFQ) process. The RFQ was <br />posted on October 7, 2025. American Cemetery Maintenance and Burial was the only <br />responder. If approved by the City Council, the agreement with ACMB would commence on <br />January 1, 2026. <br /> <br />RECOMMENDATION <br />Authorize the City Manager to enter into an agreement with American Cemetery Maintenance <br />and Burial for Professional Cemetery Operation Services in the amount not to exceed <br />$175,000 for a one-year contract. <br /> <br />BACKGROUND <br />The Pleasanton Pioneer Cemetery (PPC) was acquired by the City of Pleasanton in 2006 and <br />represents an important piece of Pleasanton history for the community. The City has invested <br />time and resources in repairing and improving the site, and in 2014, adopted a Master Plan <br />and Implementation Plan to further guide these efforts. <br /> <br />In December 2021, the City Council authorized the City Manager to execute a Professional <br />Services Agreement with American Cemetery Maintenance and Burial (ACMB) in the amount <br />not to exceed $205,650 for a one-year contract term for burial services and grounds <br />maintenance. Since then, the City has executed the following amendments to the Agreement: <br />• January 1, 2023, an 18-month term and and amount not to exceed $331,500 <br />• July 1, 2024, an additional 12-months and amount not to exceed $224,000 <br />• July 1, 2025 a final amount not to exceed $88,200 until December 31, 2025. <br /> <br />In addition to the ACMB agreement, in December 2021, the City Council approved an <br />agreement between the City and Tree Sculpture Group for landscaping services at PPC, <br />covering an 18-month term in the amount not to exceed $83,326.
