and various pool filtration components. The company also provides as-needed maintenance
and repair support for DBAC. These facilities operate year-round, and prompt repairs are
critical to protecting public safety, preserving infrastructure, and ensuring reliable programming
for residents.

DISCUSSION
Under the current agreement, East Bay Pool Services has performed major repairs, including
a $43,000 boiler installation and the identification of a substantial pump leak, requiring an
estimated $30,000 in repairs. Additional repair needs are anticipated in the next two years for
the 50-meter pool, including tile and plaster restoration, as well as routine but critical systems
maintenance driven by the aging aquatic infrastructure.

The recommended amendment increases the fiscal year (FY) 2025/26 not-to-exceed amount
by $75,000 and extends the agreement through FY 2027/28, with an additional $75,000 in
each extension year. These adjustments ensure adequate funding to address both immediate
and future aquatics maintenance needs, enabling the City to proactively maintain safe, high-
quality aquatic facilities.

With this amendment, the cumulative not-to-exceed amount over the five-year term will be
$1,124,750.

Annual and Cumulative Cost Summary:

EQUITY AND SUSTAINABILITY
Approval of this action advances the City’s equity and sustainability goals by providing safe,
reliable, and year-round access to aquatic facilities for all community members, including
youth, seniors, and participants in recreation programs. Proactively maintaining critical
mechanical systems helps prevent emergency failures that can result in energy loss, water
waste, and unplanned equipment replacement, which aligns with Climate Action Plan (CAP
2.0) goals related to resource efficiency and infrastructure resilience.

OUTREACH
No additional public outreach was required for this item, as the amendment pertains to an
existing as-needed maintenance agreement. Staff coordinated internally with Recreation,
Facilities, and Finance to confirm operational needs, funding availability, and alignment with
current service requirements.

Docusign Envelope ID: A32740DD-9455-432A-9A52-CCAA8E56EE82
