Services advertised under the RFQ included general civil engineering consulting, design, plan
review, Capital Improvement Program (CIP) project design, drafting, and related tasks
supporting civil design, construction, inspection, and operations. Given the varied and ongoing
nature of these needs, the City has determined that on-call professional services agreements
are the most efficient and flexible mechanism to procure these services.

DISCUSSION
Staff recommends increasing the grouped aggregate contract authority by $500,000 to ensure
continuity of project delivery, maintain adequate staff support, and provide emergency capacity
through the end of the fiscal year. Additional services anticipated under the amended
agreements include:
• Current land development technical plan review and support
• East Pleasanton entitlement and master planning efforts
• Staff augmentation for Senior Civil Engineer and Associate Civil Engineer positions
• Emergency response and related support services

No minimum amount of work or compensation is guaranteed to any firm. All work will continue
to be assigned through task authorizations based on demonstrated operational need. A new
RFQ is currently being advertised, with recommended agreements anticipated to be presented
to the City Council prior to the end of the fiscal year. Existing agreements may require
amendment, subject to approved task authorizations, should individual contract limits be
exceeded.

EQUITY AND SUSTAINABILITY
Staff followed the City Procurement Policy for purchasing procedures and the previous City
Council-approved provisions to develop this recommendation.

OUTREACH
Not applicable, as this item is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the Citywide ONE Pleasanton Strategic Plan goal of Investing
in Our Environment by supporting Strategy 1 – Implement the four-year Capital Improvement
Program (CIP). The on-call professional services authorized by this action provide critical
capacity to support design, review, and delivery of capital projects across the City’s
infrastructure systems.

FISCAL IMPACT
No additional funding or appropriation is required to approve the proposed amendments to the
on-call general civil engineering professional services agreements or the increase to the
grouped aggregate not-to-exceed contract limit. Funding for services under these agreements
will continue to be appropriated within individual CIP project budgets or through the annual
Operating Budget, as applicable.

As of November 30, 2025, a total of $730,460 in task authorizations has been issued, with
$587,184 expended under active task authorizations.
Docusign Envelope ID: AD76C2F9-B3FA-4318-8F3F-0E57966D45A3
