Item #8
CITY COUNCIL AGENDA REPORT

January 20, 2026
Public Works - Engineering Division

TITLE: AUTHORIZE THE CITY MANAGER TO AMEND THE PROFESSIONAL SERVICES
CONTRACTS AND INCREASE THE ON-CALL GENERAL CIVIL ENGINEERING
PROFESSIONAL SERVICES AGREEMENTS WITH PAKPOUR CONSULTING
GROUP, INC., MARK THOMAS, WOOD RODGERS, INC., AND RUGGERI-
JENSEN-AZAR TO A GROUPED AGGREGATE NOT-TO-EXCEED CONTRACT
LIMIT OF $1,250,000, AN INCREASE OF $500,000, THROUGH JUNE 30, 2026

SUMMARY
The City maintains on-call general civil engineering professional services agreements to
support the delivery of capital projects, development reviews, and temporary staff
augmentation. These agreements are approaching the current grouped aggregate not-to-
exceed limit of $750,000 and are set to expire at the end of Fiscal Year 2025/26.

To maintain service continuity and support ongoing workloads through the remainder of the
fiscal year, staff recommends increasing the grouped aggregate not-to-exceed contract limit by
$500,000, for a revised total of $1,250,000. A new Request for Qualifications is currently
advertised, with recommended agreements anticipated to be presented to the City Council
prior to the end of the fiscal year.

RECOMMENDATION
1. Authorize the City Manager to amend the professional services contracts and increase
the on-call general civil engineering professional services agreements with Pakpour
Consulting Group, Inc., Mark Thomas, Wood Rodgers, Inc., and Ruggeri-Jensen-Azar
to a grouped aggregate not-to-exceed contract limit of $1,250,000, an increase of
$500,000, through June 30, 2026.
2. Authorize the City Manager or designee to approve task authorizations.

BACKGROUND
On June 1, 2021, the City Council approved on-call general civil engineering professional
services agreements with Pakpour Consulting Group, Inc., Mark Thomas, Wood Rodgers, Inc.,
and Ruggeri-Jensen-Azar for a grouped aggregate not-to-exceed contract amount of
$750,000. The agreements covered services provided between July 1, 2021, and June 30,
2024, and included two optional one-year extensions. Two amendments have since been
approved to extend the contract term.

The agreements were solicited through a competitive Request for Qualifications (RFQ)
process. The RFQ anticipated the selection of multiple firms to provide on-call services over a
five-year period, with work assigned on an as-needed basis through task authorizations.

Docusign Envelope ID: A52ED774-4417-436D-899A-1690994E6059
