FOR UTILITY PROGRAM MANAGER SERVICES, IN AN AMOUNT
NOT-TO-EXCEED $5 MILLION FOR A FIVE-YEAR TERM AND APPROVE THE
BUDGET AMENDMENTS

SUMMARY
In 2025, the City Council adopted the Water System Management Plan (WSMP) and Sewer
System Management Plan (SSMP), along with the associated 20-Year Capital Improvement
Program (CIP), establishing the policy direction, funding framework, and implementation
timeline for water and sewer infrastructure investments in Plesanton over the next two
decades. Updated water rates will be implemented starting in January 2026 to fund the
enhanced water CIP, and sewer rates will be presented for City Council consideration in 2026,
with the target new sewer rate structure beginning January 1, 2027. The current 20-Year CIP
identified the need to convert planning-level projects into fully scoped, scheduled, and
budgeted projects, as well as the need for increased program and project management
resources included as part of overall CIP project costs to ensure timely and coordinated project
delivery.

To support these objectives, the City issued a Request for Qualifications (RFQ) to retain a
consulting firm specializing in utility program development and delivery. Four firms submitted
Statements of Qualification, and three were selected for an interview. Following evaluation of
qualifications, interviews, and references, staff recommends awarding the contract to Pakpour
Consulting Group, Inc. (PCG). PCG will manage the delivery of the City’s utility CIP programs,
provide program and project management staff, and work with the City to train in-house staff
with the long-term goal of transitioning program oversight.

RECOMMENDATION
1. Authorize the City Manager to enter into an on-call professional services agreement
with Pakpour Consulting Group, Inc. for Utility Program Manager Services, in an amount
not-to-exceed $5 million for a five-year term and approve the budget amendments.
2. Authorize the Public Works Director to approve future task authorizations under this
contract without further council approval.
3. Approve the budget amendments to transfer $150,000 from Fund 431 (Sewer CIP
Fund) to Fund 430 (Sewer Operating Fund) and appropriate $150,000 to the Sewer
Operating Fund Professional Services account (43041202-430101)

BACKGROUND
The City of Pleasanton adopted the Water System Management Plan (WSMP) in 2025,
Docusign Envelope ID: FEFC9AF2-1478-4B9F-806B-DF97B62C9BB3
