Program Coordination and Communication

Engaging specialized consulting support will allow the City to advance priority water and sewer
projects, maintain flexibility as funding decisions are finalized, and position the organization for
a planned transition of program oversight back to City staff over time.

DISCUSSION
The City’s utility management plans identify a significant need for investment in water and
sewer infrastructure over the next 20 years. As part of the 2025 Water Rate Study, the City
Council acknowledged and approved the need to add engineering and program delivery
resources to support implementation of the Water Capital Improvement Program (CIP). The
Sewer CIP is undergoing a similar evaluation process to define long-term capital needs and
the staffing resources required to deliver the program. Due to ongoing staffing vacancies and
limited water and sewer engineering capacity, the City requires supplemental program
management support to ensure continuity and timely delivery of critical utility projects.

In August 2025, the City issued a Request for Qualifications (RFQ) to retain a consulting firm
specializing in utility-focused Capital Improvement Program development and delivery. The
RFQ identified three primary service components necessary to support the City’s utility CIP: (1)
Program Management, (2) Engineering Design Services, and (3) Construction Management
and Inspection Services. Four firms submitted Statements of Qualifications in response to the
RFQ. A five-member selection committee comprised of Public Works Department staff
evaluated the submittals and selected three firms to advance to interviews:

1. Pakpour Consulting Group, Inc./Carollo Engineering
2. Harris & Associates, Inc.
3. CSG Consultants, Inc.

The proposal submitted by Pakpour Consulting Group, Inc. (PCG), in association with Carollo
Engineering, focused on the Program Management and Engineering Design services (two of
the three delivery components in the RFQ). Following the evaluation process, staff
recommends awarding a program management contract to Pakpour Consulting Group, Inc.,
based on their demonstrated experience, qualifications, and references. During contract
negotiations, PCG confirmed it will provide services under the Program Management
component and will support the City in facilitating the procurement, coordination, and oversight
of separate Engineering Services and Construction Management/Inspection Services.
Engineering design services will be presented to the City Council for consideration on a
project-by-project basis, as specialized expertise is required.

PCG will be responsible for the delivery of the first five years of the City’s entire 20-year water
and sewer CIP. They will provide the necessary staff to administer the program effectively, as
well as provide project management personnel to oversee individual projects.
