REQUEST FOR PROPOSALS FOR PENSION FUNDING STRATEGY FOR EMPLOYEE RETIREMENT

Page 1

1. FIRM OVERVIEW & RECENT EXPERIENCE
NHA Advisors, LLC is an Independent Registered
Municipal Advisor registered with the SEC and MSRB
and headquartered in San Rafael, California. NHA has
been providing municipal advisory services to
California cities, special districts, and other public
agencies since 2000 (formerly known as Northcross
Hill & Ach, Inc. from 2000-2011). Over the past five
years (since 2021), NHA has been the #1 municipal
advisor, by number of bond transactions for California
cities (Source: California State Treasurer as of October
28, 2025; excludes commercial paper and conduit
financings; January 2021-present). NHA has provided
comprehensive financial and consulting services to
over 185 public agencies throughout California, with a
primary focus on California cities and special districts.
NHA’s bond and consulting groups are currently
working with public agencies to develop project
funding solutions, financial policies, and strategies for
pension liabilities, fiscal sustainability, and climate
adaptation.
NHA Pension Group Experience
Over the past 10 years, NHA’s Pension Group, led by Mike Meyer, has worked with more than 100
California public agencies to develop strategies and policies to manage CalPERS liabilities. To our
knowledge, no other Municipal Advisor is as active in this space. The chart on the next page highlights the
public agencies we have recently worked with, and the type of services requested. Our expertise and
services include quantitative analysis of historical trends and projected costs, sensitivity/risk analysis and
scenario modeling, evaluating options to address rising pension costs (i.e., Section 115 Trust, UAL pay-
downs (ADPs), Hard and Soft Fresh Starts, pension bonds and POB risk assessment, etc.), creating and
enhancing pension funding policies and presenting findings and alternatives to elected officials, staff, and
union representatives at public and informal meetings. NHA’s ability to translate complex information
and be agile in meeting our clients’ needs is one of our strongest attributes (based on comme nts from
existing clients) and one of the reasons our style of work product and service is preferred over more dense
actuarial studies or plans that don’t take into account a holistic viewpoint of General Fund resources and
constraints and/or other political and strategic objectives.
Examples of Recent Pension Management Strategy Work
Over the past 12 months, NHA has worked with 23 California agencies on CalPERS related pension
consulting assignments. Some of these agencies include the cities of Walnut Creek, Corte Madera,
Riverside, Torrance, Sausalito, Santa Rosa, Richmond, San Carlos, Riverbank, Ukiah, Yuba City, Pinole,
Gilroy, Hanford, Arcata, Corcoran, El Cerrito, Fort Bragg, Lakeport, Oroville, Tulare and Morro Bay. While
the precise scope for each of these projects was different based on each agency’s specific needs, each
revolved about a tailored assessment of viable cost management strategies.

NHA lients er ed

Docusign Envelope ID: BB80A86F-2853-4F40-B02D-18F5B9DD615F
