Item #8
CITY COUNCIL AGENDA REPORT

March 17, 2026
Public Works - Engineering Division

TITLE: ADOPT RESOLUTIONS INITIATING PROCEEDINGS FOR THE FORMATION OF
PONDEROSA–DEL PRADO LANDSCAPE MAINTENANCE DISTRICT 2026-1
(PONDEROSA LMD 2026-1) AND BONDE RANCH LANDSCAPE MAINTENANCE
DISTRICT 2026-2 (BONDE RANCH LMD 2026-2)

SUMMARY
The City manages five Landscape Maintenance Districts (LMDs) provide for the maintenance
of landscape improvements intended to benefit properties within each district. All five LMDs
were formed prior to the adoption of Proposition 218, and their assessment levels have not
kept pace with rising maintenance, water, and capital replacement costs. Two of these
districts, Landscape Maintenance District 1984-1 (Ponderosa-Del Prado) and Landscape
Maintenance District 1993-2 (Bonde Ranch), face more immediate funding and maintenance
challenges, and neither district has sufficient reserves to sustainably fund ongoing
maintenance and capital repair needs.

Since late 2025, staff and the City’s consultant, SCI Consulting Group, have engaged with
residents regarding the potential formation of new districts. Initial neighborhood meetings were
held in November 2025 to explain the need for a Proposition 218 ballot proceeding. Follow-up
meetings in February provided an opportunity to respond to community feedback and present
updated maintenance and cost options for consideration.

Staff recommends initiating proceedings to form two new landscape maintenance assessment
districts to replace the existing districts. This action represents the initial phase of a multi-step
process required under the Landscaping and Lighting Act of 1972 and Article XIIID of the
California Constitution. Approval of this action will initiate proceedings and direct the
preparation of Engineer’s Reports to identify proposed assessments, describe and evaluate
special benefits, and define district boundaries. Subsequent actions will include City Council
acceptance of the Engineer’s Reports, public noticing, and a Proposition 218 property owner
ballot proceeding.

The proposed new districts would be named Ponderosa-Del Prado Landscape Maintenance
District 2026-1 and Bonde Ranch Landscape Maintenance District 2026-2. The existing
districts would be replaced only if the proposed districts are approved in accordance with
Proposition 218 requirements and are not subject to a majority protest.

RECOMMENDATION
Adopt resolutions that:
1. Initiate proceedings for the formation of Ponderosa-Del Prado Landscape Maintenance
District 2026-1 to replace Landscape Maintenance District 1984-1 (Ponderosa-Del
Prado).
