In addition, unlike the Moller Ranch and Oak Tree Farm LMDs,
these districts were not established with an annual inflationary adjustment factor. As a result,
assessment revenues have not kept pace with escalating costs, leading to insufficient
reserves and deferred maintenance needs.

In preparation for initiating proceedings, staff and SCI Consulting Group conducted
neighborhood outreach meetings to inform property owners about the potential Proposition
218 process, gather community input, and present maintenance and funding options for
consideration. The initial meetings, held in November 2025, focused on explaining the
financial challenges facing the districts and outlining the requirements of Proposition 218.

Feedback received during the November meetings reflected both support and opposition to
potential assessment increases. In response, the City launched an informational website
providing detailed background on the districts and the Proposition 218 process. At follow-up
meetings in February 2026, staff presented three maintenance level options to gauge
community preferences:
• High - Maintenance consistent with the original intent at the time of district formation
• Moderate - City recommended level aligned with maintenance standards for mature
municipal landscapes
• Low - Reduced maintenance in response to cost concerns, with maintenance similar to
the existing maintenance level, which will only address basic safety and liability
concerns

Ponderosa-Del Prado Assessment Options – current cost is $61 annually/$5 monthly

Bonde Ranch Assessment Options – current cost is $396 annually/$33 monthly
