Maintenance responsibilities include entry features, open space
areas, firebreaks, trees, shrubbery, groundcover, irrigation systems, and related
appurtenances within Tracts 6483 and 6518.

Under the current assessment funding level, available revenues are limited relative to the
district’s ongoing maintenance and long-term infrastructure needs. While existing revenues
support routine maintenance and administrative costs, they do not provide sufficient capacity
to address deferred maintenance or capital repair needs as district improvements age.

The irrigation system has experienced failures and operational inefficiencies over time, and
portions of the system were shut off approximately five years ago due to funding constraints
associated with repair and replacement. Limited funding has also resulted in deferred
vegetation management activities, including tree pruning and weed abatement. In addition, the
district does not maintain adequate reserves to address unanticipated repairs, which may
result in higher future costs if maintenance and infrastructure needs continue to be deferred.

CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)
Maintenance of existing landscape improvements within the proposed districts is
categorically exempt from CEQA under CEQA Guidelines Section 15302, Replacement
or Reconstruction. In addition, initiation of assessment proceedings is not considered a
project under CEQA Guidelines Section 15378(b)(4) because it involves a governmental
funding mechanism without commitment to a specific physical project.

EQUITY AND SUSTAINABILITY
Not applicable. This item addresses routine administration and funding of existing
neighborhood infrastructure.

OUTREACH
The City conducted two public meetings for each district to inform property owners about the
proposed process and gather input. The initial meetings were held virtually to introduce the
potential formation of new districts and provide background information. Following those
meetings, informational flyers were mailed to affected property owners summarizing key
discussion points, addressing questions raised, and providing additional context.

The second meetings were held in person and offered a virtual attendance option. Prior to the
meetings, the City launched dedicated websites for each district to provide ongoing access to
project information. After the meetings, summaries and an informal survey regarding potential
voting options were shared with property owners.

If directed by the City Council to proceed, formal noticing and balloting will be conducted in
accordance with Proposition 218 requirements. An additional joint meeting with property
owners from both districts is planned for April 2026 to continue outreach and information
sharing as the process advances.
