OUTREACH
No public notice is required for this action. At the time of this report’s publication, no public
comments were received. Public comments received after publication of this report will be
forwarded to the City Council.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the Citywide ONE Pleasanton strategic plan goal of Building
a Community Where Everyone Belongs. It directly supports Strategy 6, which aims to
Implement the Housing Element and develop a plan to end homelessness to meet state
requirements and provide additional housing and shelter opportunities in the community. This
project would add 110 new residential units to Pleasanton’s housing stock, including 18 on-site
affordable units, providing new housing opportunities for the underserved age-restricted
community.

FISCAL IMPACT
There is no direct Fiscal Impact from approving the RHNA transfer. As described for the prior
City Council actions, the already approved project would be responsible for paying fees and for
the costs (either fully or on a pro-rata basis) of required utility or infrastructure improvements,
as set forth in the project's Conditions of Approval and/or Development Agreement.

The project would increase demand for City services, but in addition to payment of
development impact fees, would also generate ongoing property tax revenue and incremental
sales tax revenue associated with materials used in the project’s construction. The City
Council approved a tax-sharing agreement with the County of Alameda on October 21, 2025,
which was determined to represent an appropriate sharing of future property tax revenues that
would accrue with the development of the project.

Prepared by: Submitted by: Approved by:

Eric Luchini, Senior Planner Ellen Clark, Director of Community and
Economic Development

Gerry Beaudin, City
Manager

Attachments:
1.
