WHEREAS, the County of Alameda Housing Element did not project any units at the
subject as part of its Sites Inventory; and

WHEREAS, in January and August 2023, the City Council adopted the 2023-2031
Housing Element, which included the City’s obligation for the 6th Cycle RHNA and the subject
properties in the City’s Sites Inventory, with a total RHNA obligation of 5,965 total units, distributed
as follows: 1,750 extremely-low to very-low-income units, 1,008 low-income units, 894 moderate-
income units, and 2,313 above-moderate-income units; and

WHEREAS, the County of Alameda and the City of Pleasanton have jointly drafted a
RHNA transfer agreement letter, dated March 17, 2026, to be submitted to the Association of Bay
Area Governments (ABAG), agreeing to transfer 18 of the County’s 6th Cycle above-moderate
income RHNA units to the City; and

WHEREAS, with annexation, all units developed within the subject property would be
reported by the City of Pleasanton in fulfilling its Housing Element obligations.

NOW, THEREFORE, BE IT RESOLVED, THE CITY COUNCIL OF THE CITY OF
PLEASANTON DOES RESOLVE, DECLARE, DETERMINE, AND ORDER THE FOLLOWING:

Section 1. In July 2024, the City Council determined that the Project was exempt under
California Environmental Quality Act (CEQA) Guideline Section 15183, as documented in the
adopted Section 15183 Checklist for the Project. The transfer of RHNA units between the County
and City is a required procedural action associated with the previously approved annexation
component of the Project. Therefore, no additional environmental review is required.

Section 2. Before taking action on the proposed RHNA transfer, and at a properly noticed
public meeting, the City Council reviewed written and oral staff reports, conducted a public hearing
on the Project and took testimony, and received into the record all pertinent documents related to
the Project (collectively, the “Record Evidence”). The City Council’s determination is based on the
Record Evidence, which is incorporated into this Resolution by reference.

Section 3. Based upon the City Council’s own independent review of the Record
Evidence, the City Council hereby finds that the proposed RHNA transfer agreement letter is
consistent with the prior Project approvals and authorizes the Mayor to sign the joint County of
Alameda and City of Pleasanton RHNA transfer agreement letter, dated March 17, 2026,
transferring 18 of the County’s above-moderate income 6th Cycle RHNA units to the City,
attached hereto and incorporated herein by reference as Exhibit A.

Section 4. This resolution shall become effective immediately upon its passage and
adoption.

PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at
a regular meeting held on March 17, 2026.
